Globalisation: Plant quarantine and South American leaf blight (SALB) of Hevea rubber

By: Material type: TextTextPublication details: Proceedings of IRRDB Conference: NR Industry: Responding to Globalization, 7-8 September 2004, Kunming International Convention & Exhibition Center, China. pp.390-395.Subject(s): Summary: The South American Leaf Blight is a serious disease of Hevea rubber, which is caused by a fungus Microcyclus ulei. This disease remains a constant threat to the well being of Southeast Asia rubber industries. This is mainly due to the recent rapid expansion of the international trade links and because of the pressure from Central and South American countries to penetrate and expand their markets in the Asian region. The importation of rubber material for breeding purposes poses the great danger of disease intiation. However, there is a possibility of several pathways the disease can be introduced into Asia, such as spore contamination of non-host commodities. Strict quarantine measures can be effectively delay or prevent the entry of SALB with related Article and Appendix, describing procedures for reducing the risk of introduction of SALB into the region. The provisions of this Agreement placed stringent requirements on all contracting parties. A pest risk analysis (PRA) on SALB was initiated to develop an appropriate Regional Standard to exclude SALB from the Region. Besides regulatory measures, other activities were conducted to assist in managing and preventing the threats posed by SALB is also highlighted.
